Traditional FIEN Messages can take from ten minutes to more than two hours to prepare and are
- Typically sourced directly from official documents, such as the Federal Register, Congressional Record, News Releases and reports issued by US and International Government Agencies and nongovernmental organizations;
- Timely and inform subscribers of a regulatory or policy development that answers potential questions that a reader would require in order to follow up on the development, including
- A URL for the source of the information about the development
- URLs for supporting documents, programs and other information sources
- Name, phone number, office and e-mail address of a responsible individual to whom questions about the development may be directed
- Complete or Partial Text of relevant documents, sufficient to provide the reader with a meaningful summary of the development
Shortened FIEN messages (SFM) will take only a few minutes to prepare and are to be based on newspaper and magazine stories and news releases and announcements that will provide, at a minimum, the URLs for the sources of the information and sufficient text of relevant supporting documents to provide the reader with a meaningful summary of the policy or development.
- Shortened FIEN Messages will be prefaced in the e-mail subject line with the acronym [SFM] to differentiate them from traditional FIEN messages
- Shortened FIEN Messages will have a simpler, less structured format without most of the details provided in Traditional FIEN messages
